The project is pursuing the redevelopment of its 5.5-acre property located at 3512 14th Street in Riverside, CA, positioned at the southeast corner of 14th Street and Orange Grove Avenue (the “Property”). The project will be applying for requisite entitlements to demolish the Redevelopment Parcel and construct a +/- 7-story, 416,000 SF mixed-use development, featuring +/- 6,000 SF of ground-floor retail along 14th Street, +/- 265 apartment units, and +/- 293 parking spaces. The project is encouraged to pursue alternate designs, concepts, and programming, as well as value engineering ideas to reduce overall construction costs. The Property is located in the Prospect Place Office (“PPO”) District within the Downtown Specific Plan of downtown Riverside. The PPO has no current standards for multifamily or mixed-use development of this nature. Due to the presence of a façade deemed culturally significant on the current Redevelopment Parcel structure, a COA from the Cultural Heritage Board will be required based on the overall architectural design. The DRC advised that the Cultural Heritage Board will be looking for this culturally significant façade to be incorporated into the design for the building. The Owner previously commissioned a preliminary Cultural Resources Report for the site. The Owner is currently soliciting proposals for a more in-depth and complete Cultural Resources Report at this time. The DRC also highlighted a recent project as emblematic of a design and program they believe could be successful at this site.
