The Property comprises a site area of approximately 80,000 square feet located in an opportunity zone on the block bounded Wolcott, Ferris, Dikeman, and Conover Streets in New York City, more specifically Block 574 —Lots 1, 23, and 24 —in the Red Hook area of Brooklyn. The Property includes an old warehouse structure — approximately 25,000 square feet on the ground floor and limited mezzanine areas above — which is functional but in disrepair and currently without a certificate of occupancy. The balance of the Property includes surface parking areas that are in various states of repair. The Property is secured by chain link fencing. The project is planned to request a zoning action to create a4 FAR MX mixed-use zone from the existing M2-1 zone. The existing zoning permits 2 FAR (160,000 square feet) of M (manufacturing) zone uses such as retail, industrial, commercial and entertainment. The project is proposed to be a mixed-use zone to allow an additional 2 FAR (160,000 square feet) of R (residential) zone uses such as apartments. This rezoning strategy requires the resolution of the IBZ policy application either before or contemporaneous with the pre-certification process at the Department of City Planning. The project has already been presented to the community and relevant stakeholders, and the first step of the rezoning process is complete which includes the New York City Department of City Planning Informational Meeting. In addition to planning for residential uses on the Property, the project is expected to explore planning and design requirements and development parameters for several diverse as-of right uses and other potential non as-of right uses which might be part of the overall rezoning and development strategy, including: Housing: market and affordable Last Mile Facility Planning Requirements Selected Entertainment Facility Planning Requirements, such as Urban Amusements Retail and F&B Accessory Parking Maker Space Art gallery and studio Commercial condo Small industrial Tech Hub Creative Office Hotel use Banqueting use Select Preferred Alternative We expect to select a preferred alternative for the mix of uses, density, and bulk envelop on the Property and a preferred zoning strategy by end 2019. The project is currently expecting this preferred 2 alternative to include approximately 2 FAR of manufacturing/commercial uses and 2 FAR of additional residential uses and further incorporate any material input from the Preliminary Market Planning Research above. Such a preferred alternative would constitute the quantification of a Model Block concept for Red Hook, where people could work as well as live, and would be sustainable as well as resilient in a mixed-use, mixed-income waterfront neighborhood such as Red Hook, Brooklyn.
