A conceptual design is desired for a group of residential buildings that can add to the existing waterfront development in Newport, Jersey City. The site has stunning visibility from New York City and from waterfront pedestrians, vehicle and marine traffic on both sides of the river. The challenge of the project is to take advantage of this visibility in a way that enhances the waterfront and does not obscure or detract from it, despite the considerable mass of the building. Newport is a 600-acre master-planned mixed-use community, consisting of retail, residential, office, leisure, and entertainment facilities. Located on Jersey City’s Hudson River waterfront, the development is sited opposite Lower Manhattan. It is bordered by Hoboken to the north and older sections of Jersey City to the south and west. The entire area is part of New Jersey’s “Gold Coast” of highly developed urban waterfront. Since construction began in early 1986, over $1 billion has been invested, and more than 11 million square feet has been constructed at Newport. The existing residential community within Newport consists of twelve high- rise rental apartment buildings, an existing condominium high-rise (built 1988), and a new high-rise rental building currently being designed north of all existing buildings. Services at Newport include a health/fitness club with pool, tennis and basketball courts; a 1.2-million square foot regional shopping mall with four department stores; 250,000 SF of additional plaza retail, including Target; daycare and a K-8 school, parks and playgrounds; part of a six-mile waterfront walkway; and on-site parking. Restaurants, cafes and other street front retail line many of the vibrant commercial and residential streets. Adjacent areas to the Newport development have in recent years bloomed with similar levels of development. The Northeast Quadrant is the next phase of development at Newport, comprising 31 acres. The overall project is already approved under a special redevelopment plan for residential, commercial and retail space, parking spaces, green space and extension of the Hudson River Waterfront Walkway. A condominium tower (Shore Club), and 3 rental highrise towers (Aqua, Laguna, Ellipse) have already been completed. Newport Site 8 is located on the most northeastern lot in Newport, Jersey City. The project site for this conceptual study is Parcel #8 bounded by Hoboken Terminal to the north, the Hudson River and Waterfront Walkway to the east, 18th Street to the south and Washington Boulevard to the west.
